Are you using Red Hat 6.2?  Sounds like this bug:

Apparently I screwed something up when creating the Horde-customized PHP
3.0.18 RPMs, and I've not had time to go back and fix it.  Your choices
are to fall back to the Horde-customized 3.0.17 RPMs, or find a set of PHP
4.x RPMs for Red Hat 6.x that have MySQL built in, or compile PHP yourself
from the tarball.
