Okay, I've added it as a preference in IMP and made it a shared
preference.
 
Note that it only affects outbound messages for which we generate
our own dates.  Message dates are displayed literally, based on
the message string in the mailbox.  I'm not sure we want to go
messing with that date just to display it in the local time zone,
but it's within the realm of possibility.
