It still appears to be working fine here.

In compose.php:

echo date('r');
echo strftime("%c %Z");

Produce:

Wed, 16 May 2001 09:06:45 -0700
Wed May 16 09:06:45 2001 PDT

I'm located in EST5EDT, but I set my time zone preference to
PST8PDT to produce the above results.

Perhaps this is an operating system -related issue?  I have
things working under FreeBSD 4.3 without any problems.
