Oh ok.
I see your concern.

Are you talking about the documentation targeted towards users (people
who will install Horde and its components) or to developers (people who
will write other Horde components)?

I think the developer documentation is necessary but not urgent. People
are hacking already without any doco.
User documentation is important though.
