I also got language support working for Dutch on Solaris 2.8 if someone
is interested. It is a dirty hack. I could not find normal Dutch
localization for Solaris  at the moment.

The msgfmt command is different on Solaris so the makefile won't work.
msgcomm does not exist on Solaris 2.8.

First:
horde/po$ msgfmt -v -o ../locale/nl_NL/LC_MESSAGES/imp.mo nl_NL.po

In /usr/lib/locale
I copied the germal local files who where installed to nl_NL, changed
de.so.2 to nl_NL.so.2 

Example:

/www/horde/po$ msgfmt -v -o ../locale/nl_NL/LC_MESSAGES/imp.mo nl_NL.po
Processing file "nl_NL.po"...
/www/horde/po$ export TEXTDOMAINDIR=/www/horde/locale
/www/horde/po$ (export LANG=nl_NL; gettext imp "Log out")
