[dev] Horde Login Error

The browser is giving the error. No actual error html or anything. The
only difference I can see is that the older one was using an older CVS
release. I did a complete clean install for the new server- all of the
latest versions of everything (except I am using PHP 4.0.6 instead of the
CVS because the CVS won't build for me). What information do you need from
me? Thank you for your help so far!

Yup. Set imp as the horde auth handler in config/registry.php. See the
archives
for more details.
