I think the best approach would be:

Display all of the possible options on the maintance screen that
the administrator hasn't explicityly disabled (i.e. locked
preferences).  The checkboxes will default to the user's setting
for that preference, so if the administrator sets a default of
on for an option, and the user hasn't turned it off in their own
preferences, then that option will be checked.

That will fall in line with the way the preference system
currently works, allowing maximum flexibility.
