date and time prefs

How about a shared pref for displaying date and time values?
We have currently date and time formats scattered around the whole horde 
framework in some conf.php files or in the prefs (kronolith). 

We could provide alternatives for displaying:
- long combined date and time
- long date
- short date
- time

Alternatives may be date seperators, date order or 24-hour-format. All of these 
of course strftime'd to support the selected locale.

Any opinions?
