I see that point. But there's still the problem that if you load the whole 
horde framework (what I suppose we all do! ;-) ) you never get the maintenance 
screen because you never get to the mailbox directly after login. And that's 
the step where maintenance tasks are started.
I don't know how much overhead the check for pending maintenance tasks causes 
but a solution would be to check every time you access the mailbox.

Other ideas?
