Okay, the cvs tree has been moved to arkady.horde.org
(cvs.horde.org).

Note that only Horde developers with commit privileges will be
able to use this repository from now on.

You can only connect to the repository via SSH.  Go set your
CVS_RSH environmental variable to 'ssh' now.

The new CVSROOT is:

    username@cvs.horde.org:/repository

Your old "cvs password" no longer exists.  Instead, you'll use
your Horde system password to connect via ssh.

You'll have to enter your password for every cvs operation unless
you employ RSA keys (recommended).

I'll have the anonymous cvs repository (anoncvs.horde.org) back
online soon.
