PEAR tarball

To make the process of getting the latest PEAR slightly easier, we've put 
up:

http://www.horde.org/pear/

and the tarballs linked from it. If anyone has feedback on the 
instructions on that page, I'd really appreciate it. Even if it's to 
say "yes, that tells me what I need to know", that'd be great.

I'll link the page from appropriate places as suggestions come in, etc.
