Well, since this involves removing a library from IMP, I'd rather it go in
before 3.0/2.0.; otherwise, backwards compatibility breaks in a messy way, and
this would have to wait for 4.0/3.0, which would be unfortunate for other
applications that might make use of it and still work with horde 2.
