CODING_STANDARDS addition

After the slight confusion with the naming of some of the maintenance
modules, I figured it may be handy to have a section in CODING_STANDARDS
dealing with it.

So, I attempted to formulate some vague algorithim in determining how to do
it.  The patch can be found at:
  http://bigworm.colorado.edu/imp-patches/10/CODING_STANDARDS.patch

Feel free to modify, edit, or delete as desired.
