API-Docs for Horde..?

Hi there

I was looking for the API docs for horde, it seems the link on the Horde
framework page is broken...

I was mainly looking for it to find an answer to the question:
"Is it possible to make REAL private functions with PHP like it is with C++
and Java..??"

I know this question is off topic, but I have looked all over in the PHP
doc, and I can't find anything about this.
But in the php-doc comments in the various horde classes I see the @access
private and @access public tag, but there is nothing in the function
decleration about this public/private thing..  I'm confused

If someone has the time please enlighten me..  ;o)
