OK, I've updated to HEAD and I can see the s/en/en_EN/ change.  (A little
weird since EN isn't an ISO country code, is it?  Is that a convention?)  
Moved my en.po files to en_EN.po and redid make; made sure default 
language is now en_EN in horde/config/lang.php

But, it didn't make any difference.  Still none of my local changes to
English are appearing.
