Bounce JavaScript

I was just looking at the page source we generate for the bounce
(redirect) screen.  We end up including all of the JavaScript for
the compose screen (which is quite a bit) when all we need is a
single JavaScript function ('bounceSubmit()').

Normally, I'd just split off that single function and toss it
into bounce.inc (because that's the only place it's used, as far
as I can tell), but with Chuck's recent javascript.php addition,
I wonder if that's still the correct thing to do.
