We don't need this in the templates. In fact, it's just unnecessary parsing 
time and space taken up. Please take them out (I know I was adding them for a 
while, but that was because the regexps were forcing them - Jon and I figured 
this out, and it shouldn't have been doing that. We should have $Horde in all 
libraries and main .php files, but not in templates).
