Mozilla and stylesheets

Because I'm at my folk's place for Christmas, I don't have the
ability to test this in detail, so I could use some help tracking
down some odd behavior.

I grabbed the Mozilla 0.97 release yesterday.  It works fine in
general, but when I viewed http://cvs.horde.org/ to look at some
changes, the stylesheets weren't loaded (or, more correctly, they
weren't being applied).

Browsing the release notes[1] (last bullet), I see that Mozilla
is now pretty strict on what it considers a stylesheet, so I'm
wondering if there's something else we need to do in css.php in
order to be completely compliant (sending another header, for
instance).  This behavior is only supposed to apply to strict
DTD's, though, and we're using the "transitional" document type.

Or maybe these two events are unrelated and Mozilla is just
buggy.
