What OS are you on?

On Sun you will need to recompile the .mo files or swap out Sun gettext for
GNU gettext. I recommend the former.

On Debian, not all locales may be enabled by default. Edit /etc/locale.gen
and run locale-gen.

But this would be symptomatic of something consistently broken, not "
Languages changing during a session".
