[dev] propose changes for registry.php.dist

I wish there had been more discussion on your patch but it seems like I'm 
the only developer currently online. So I'll decide. ;-)

I don't think this necessary as there are no issues with the current 
solution. It's rather probable that we'll put the config directory into the 
registry some day so that people can move it outside the webtree.

I'd really like to see this more discussed before applying. So it's just
