chora restricted files patch

Howdy.  I tweaked chora to allow the option to restrict certain files from 
displaying based on conf.php and cvsroots.php.  The idea is that I want to 
put some system configs into cvs but I don't want anyone to see them via 
chora while at the same time having a public project displayed publicly.

The patch is attached.  Would this be a useful commit?  I can do it if you 
all think it's worthwhile.
