[dev] No HEAD branch?

One thing I've noticed about CVS is that if you have a local copy that's
not quite up-to-date, and you do a 'cvs diff', you get a diff from your
local versions, not the HEAD version.
Always seemed odd to me, as I expected an implicit '-r HEAD' to be the way
it worked but apparently it thinks "tell me the differences from my local
copies"
Maybe that's part of it?
