Code freeze starting March 9th

We're going to be freezing the Horde, IMP, and Turba trees
(stable, release branches) in preparation for the next set of
stable releases.  The code freeze will begin at noon on March
9th and will remain until the consensus opinion of the core team
lifts it (you'll see a message here to that effect).

If anyone has any functionality or fixes they want to merge into
the tree, prepare your patches and present or commit them before
the start of the code freeze.
