I think either <app>/test.php needs to have PHP version checks as needed,
or else we need to commit to having horde/test.php always require the most
recent PHP needed by the aggregate of all the apps (the most restrictive
requirement, in other words).  I'm in favor of the former; I think it fits
more with our desire to make the apps somewhat independent, only require
the Horde framework version needed to support a given app, etc.  But I'd 
go either way.
