bug? maybe? in folders.php 3.1RC1

just trying to patch this release with multipanel and I came across this 
folders.ph line:315 
        $name = 
Horde::link(Horde::applicationUrl('mailbox.php?newmail_popup=no&mailbox=' . 
urlencode(urlencode($mailbox['value']))), 
 
2 x urlencode. is this intentional?
