Now, for any text that is being digitally signed, we base64 encode it to 
ensure that it is 7bit encoded (required by RFC 2015).

A couple of comments:
* Should we move all encoding into a MIME class (i.e. MIME_Part)?
* Is there a reason why IMP/Horde doesn't handle quoted-printable encoding -
 All that is needed is imap_8bit() and imap_qprint().
* I noticed that PEAR contains a mimePart class already - should we shift 
to using this instead? (Or at least absorb some of its functionality)
