[dev] MIME/Part.php and imp/compose.php updates

Whoops.  Just forget that last message.  Here are the updates:

* All encoding for MIME Parts have been moved to MIME_Part and Horde now 
supports quoted-printable encoding that conforms (I hope) to RFC 2045.
* Removed dependency on IMAP module in lib/MIME/Part.php
* PGP signed messages are now sent in quoted-printable so they will be at 
least somewhat legible for those not using mailreaders (check out my last 
aborted message for an example)
