[dev] pgp preferences error?

CVS HEAD update an hour or so ago.  When I go into PGP preferences, and
click on the "return to previous screen" it returns to itself rather than
the previous screen when pgp is inactive.  When pgp is active, same thing
but link says "return to main preferences screen" but again it just 
stays put.  No errors that I can see, just no action.
