[dev] Fullname hook suggestion

hi all,

I wanted to change the
"Welcome Aghaffar_developer_ch"
to
"Welcome Atif Ghaffar";

So I copied over the imp/config/conf.php's fullname hook function to 
horde/config/horde.php

and changed the horde/login.php to use that hook.

It works with the following minor modification.

parameter passed should be username not the imp object.


So, perhaps

move the fullname hook to horde.php and pass username

Let me know if you need a patch.
