[dev] IMP options -> addressbooks are no longer configurable in HEAD

With current head version, I no longer have configuration options for
addressbooks.  IMP -> Options -> addressbooks has the Addressbooks title
and an empty space followed by the three "Save options", "undo options"
and "return to options" buttons, only. 

I noticed this when I clicked on one of the icons by an email to add it to
my addressbook and I got Invalid address book and went to the options menu
to check.   I have the icons, I the Address Book option works in the compose
window.  Turba works fine.  I even copied the clean prefs.php.dist to 
prefs.php in substitution for my modified one and no changes.  I'm begining 
to think that I got up on the wrong side of my computer this morning:-)
