[dev] horde maintenance "Warning!"

dev folks -

what do you think of changing the maintenance "Warning!" notification to 
something along the lines of "Notice -". account maintenance is a good 
thing, and seeing a Warning! in boldface red print implies that it's 
something to be handled with caution. imho, "Notice" is better 
semantics, especially for novice users.

i'll even write the patch! ;)
