Ugly? Maybe.  But the real problem I had was it looked like a mistake.
You might say it was too subtle.  I really thought it was a bug.  Now, 
just taking a quick second or two to look at it, I changed it via:

-$css['.menuselected']['border'] = '1px solid yellow';
+$css['.menuselected']['border'] = '3px groove yellow';

And at least now it doesn't look like a mistake -- it looks like it is
supposed to be there...  It may be just as ugly as the original, or even
more so, but at least it looks intentional rather than like a mistake/bug.

I'm not proposing this as a solution per se, though you are free to use it
if for some strange reason it tickles your fancy :)  But in answering your
question about making the outline more subtle, doing so may just backfire.
In my quick tests, it seemed to me to be better when it was less subtle 
rather than more subtle.
