It would that the cvs(1) binary on anoncvs.horde.org does not believe
that revision 1.19.2.28 (or anything later than 1.19.2.25, for that
matter) belongs to the RELENG_2 tag.  Interestingly, you can still
check out the 1.19.2.28 revision directly.

As this is a non-trivial thing to fix (and I've already killed about
an hour of work time tracking the problem this far), I cannot estimate
when the problem will be fixed.
