Well here's a bunch of new files and patches:

The CSV export may want to be changed again re the double quote thingie.. but as
it is the files that are exported import again fine...

A couple of bug fixes to make import work and notifications

horde HEAD.diff
Fix up quotes in Data_CSV and use PEAR::File_CSV if available. Add a friendly
message about File_CSV to test.php
