[dev] theme support in latest HEAD broke?

I'm having trouble with my theme support in the latest CVS HEAD (at least
in IMP and Nag, probably others).  Actually, it's been broke for me for a
while now...

Everything is fine except the mouseovers.  The mouseovers are using the
values from config/html.php rather than config/themes/html-burntorange.php
for some reason.  Really makes a mess nag/imp displays when you move the
mouse up/down over them.

It's most noticible to me in the burntorange and barbie themes.  Some themes
don't really show a problem (I supposed they don't change many mouseover 
colors).

So is anyone else seeing this?
