[dev] shared prefs issue

I'm using ldap for preferences storage, and got an issue with shared prefs 
storage (losing identities data).

Should shared prefs be available in all horde applications ? 

If true, I think all shared prefs should move (or be duplicated for backward 
compatibility) to horde/config/prefs.php

A good example is the identities preference, located in 
horde/imp/config/prefs.php, but potentialy used in all horde applications.

With an imp-less horde installation, what about identities ??
