That isn't true (at least not because of windows).  You can run an ssh server
on windows, and use it just fine, to connect to your windows machine or to
tunnel through it to another machine.

I use it for remote access when traveling.  When I'm on the road using a public
machine, friend's or relative's machine, etc. then there likely isn't ssh on
the machine, but there is always a web browser.  So we can use the web browser
to then ssh into our machines securely, without installing any additional 
software, no configuration, etc.
