Neither (AFAIK). There is no RFC for what to include in rfc822 headers.
It's definitely not violating any RFC though (that I know of - I assume if
there would be anything it would appear in RFC 2046).
And I have no idea what other mailers do (I don't even know if other
mailers allow to do what IMP now does). This was just something that made
it easier to read/comprehend the forwarded data. It's nice to have the
subject easily accessible for all forwarded parts (way better
than "unnamed" :)).
