[dev] Spam reporting message size

Bug 1082[1] is a request for an administratively-configurable spam
message size.

IMP 3.x only forwards up to the first 10k of the message (hard-coded).
The HEAD version forwards the message in its entirety.

Our options:

1.  Add a configurable size limit to only IMP 3.x.
2.  Add a configurable size limit to both IMP 3.x and IMP HEAD.
3.  Forward the entire message in IMP 3.x.

I'm actually leaning towards number three, actually, but I can see an
argument for number two (making it configurable everywhere).  Number
one would just be a quick way of closing the bug report.
