[dev] bind_textdomain_codeset() in horde/lib/NLS.php

Looks like the function_exists() wrapper around the
bind_textdomain_codeset() call in horde/lib/NLS.php was recently removed.
AFAICT, Solaris 8's libintl doesn't implement bind_textdomain_codeset() and
it's also conditionally defined in the PHP source. Is that function
required, or could this be reverted?
