Feel free to chime in on this commit.  This was mainly for those concerned 
about blacklist filters exceeding the maximum allowable size.  This commit 
ensures that this will never happen (Some prefs backends appear to cut 
serialized data at the maximum size without warning, for example, causing 
strange behavior).
