I just got a complaint about this Friday, but haven't looked into it
yet.  They say that it is broken for traditional chinese since we
added access keys.  Only the things with access keys are broken 
apparently.

I don't understand it at all, nor have I actually confirmed this, but I
did get a complaint about it from a user.
