How does Horde support constants (error codes) shared across multiple apps?  
If I want to define BLACKLIST_ADDRESS_EXISTS or BLACKLIST_ADDRESS_ADDED where 
would I do it? I don't see a constants.php for Horde itself.  Or is the only 
way to do this is to add it to IMP, Sam, (and even Ingo)
