[dev] feature request

Hi,

first of all, I know that I should rather provide a patch than requesting a
feature, but unfortunately I don't have enough time/skills to do this right now.

A lot of my IMP users would like to be able to choose the character encoding
when they are sending an e-mail or to set it in their prefs. So, would it be
possible to implement such a feature?
