I am goint to guess here (correct me if I'm wrong, please). A couple of 
days ago there was a change in config.php.dist regarding signup. This 
change broke my setup, but it was only a matter of merging the changes 
from the new files. Check the horde/config directory and compare your 
versions with CVS.
