Well... in order for the copy to succeed if the .php isn't there, the
config directory has to be writable by the web server.  The admin. isn't
going to want that to be the case during normal operations.  So it seems
to me that if you have to use the shell to add and then remove write
permission, going to test.php to click "Create" is slower than copying the
file in the shell while you're already there.
