Can you add a check such that if IMP can't find the Horde_Test class, it
tells the user to install/configure Horde first? I'm not opposed to what
you're doing, but the test files were designed to have no external
dependancies, so that they could be most useful in a broken installation...

While you're at it, though, want to move checking for config files into the
test files also?

I don't think we should necessarily take that check out of application
index.php files, though I'm open to that argument, but maybe we can make it
a session flag, so it's only done once per session per app?
