I actually coded it that way to start, but removed it.  Assumed our nls.php
should always be uptodate (already proven wrong), and if not this would
prompt debugging (already proven true).

I just enabled utf8 support, and it seems fine.  It puts the access key
at the end in () not matter what, which I think is all it can do since
it doesn't really know what charset it will get, no?  Maybe not clean
looking for non-multibyte users, but it does seem to me to be the proper
thing to do for utf-8.
