[dev] PHP IMSP Classes

To all those that expressed interest in the imsp classes I developed,  a 
newer, more stable version is now available via sourceforge.  As stated 
before, the project is released under the GPL license, but I will allow the 
horde project to use it under the LGPL license.  The current version is 
1.0b-rev4.  You can download the tarball at
