[dev] Network Monitoring App

I have a network monitoring app here that I'm happy to commit into CVS if people
are interested in it. http://webmail.graftonhall.co.nz/horde/network/

It just needs a name and someone to do the cvs magic and I'll commit it.

The current devices that it knows how to check are:
Win2k via SNMP
JetDirect Printers via SNMP
Squid via SNMP
IMAP Server
SMTP Server
Apache via status page
WWW Server a normal GET request
MySQL
Xi1510 Wireless AP via SNMP
DNS by doing a lookup

It also can do graphs of values. It currently using a modified JpGraph to draw
the graphs due to a class name conflict between Horde and JpGraph's Text class.
